DCL believes that social landlords should focus on explaining and measuring Business Plan performance as its main evidence basis for delivering value for money (VFM).
We also believe that measuring performance should become embedded in the social landlord’s culture and not seen, for example, as a quarterly reporting chore that has to be done for the Board.
We recommend an approach, which:
- Involves demonstrating VFM through the achievement of targets specifically set against performance indicators aligned to each strategic objective; and
- Encourages objectives and indicators to develop over time in response to new challenges and tenant responses.
